Does Using An Apple Watch Count As Distraction?

Incoming/Outgoing phone calls on an Apple watch would still be reported as "hands free calls" as long as the phone was NOT being handled.  Using the watch (e.g. swiping the screen, checking/replying to text messages or answering/making calls) would NOT trigger a distraction event.
